A simple reporting channel for your residents, clear tracking for your departments
Residents report a problem in public space via WhatsApp, with no app to install, or on the web. Your departments receive verified, located and categorised reports. Everyone can follow how they are handled.
What your authority gains
A channel residents already use
WhatsApp is installed on most phones. No app to download, no account to create in order to report.
Reports you can act on
Photo, location, category and description arrive together. The moderation team removes duplicates and off-topic content before passing reports on.
Transparency
The public map shows what has been reported and what has been resolved. The person who reported is informed of every status change.
Nothing to install
A hosted service, with no work required from your IT department. Interface in French, German, Italian and English.
Two separate offers
The citizen observatory
On scopemy.city, free for residents, ad-free and independent. A client authority has no say over what is published there.
The platform for public authorities
An instance in your name, by subscription. You are the data controller and set your own publication rules; we act as your processor under a data processing agreement.
How it works
All the features below are developed and tested. Some need a setting or a provider (SMS, inbound e-mail, dedicated WhatsApp number): we switch them on with you at go-live.
Reporting via WhatsApp
A program guides the person through four steps: photo, location, category, description. They receive a reference and status updates.
Reporting on the web
An online form for those who do not use WhatsApp.
Moderation and dashboard
Map, filters by category, status and priority, photo blurring, printable monthly report.
Statuses and official response
The status and the official response are published on the report page and sent to the person who reported.
Department portal
Each service has its own work queue. Reports reach it by category and area; agents and heads of service take charge, assign, exchange internal notes that are never published, attach private files, and publish an official reply signed by the service. Target times, automatic reminders and escalations, a field view for phones, direct reply by e-mail.
Data export
Filtered exports in CSV, GeoJSON and PDF, with no personal data, periodic reports per service, and a full export at the end of the contract.
Indicator dashboard
Median times to take charge and to resolve, resolution rate, target-time compliance, volumes by category, service and month.
White label
Your name, your logo, your web address, your categories and your legal pages.
Additional channels
Web reporting without an account (confirmed e-mail), e-mail and SMS reporting as options, phone notifications, a satisfaction survey and reopening if the problem is not really solved.
Open data and integrations
Open data under CC BY 4.0, an Open311 API with keys and webhooks for your tools (GIS, maintenance software), and a widget for your website.

Data protection and security
Application data is hosted in Switzerland. Some providers process data outside Switzerland, in particular Meta for WhatsApp and the email delivery provider: we list them publicly and explain our measures without embellishing them.
On request, we provide a data processing agreement (art. 9 FADP, art. 28 GDPR), a pre-filled impact assessment template with an annex for your cantonal law, our security concept and our support offer.
Frequently asked questions from public authorities
Who is responsible for the data?
On your instance, your authority is the data controller. We are the processor and process data only on your instructions, under a data processing agreement.
Is WhatsApp mandatory?
No. People can report on the web, even without an account, and you can switch WhatsApp off for your instance. E-mail and SMS channels are available as options.
Do we need to issue a call for tenders?
That depends on the amount and on the public procurement rules that apply to you. The Pilot and Municipality plans usually stay below the thresholds for direct award, but your legal department should confirm this.
Who moderates the reports?
During the pilot, our team. Afterwards you choose: your moderators publish themselves and your services handle reports in the portal, or we keep moderating under rules agreed with you in writing.
What happens to our data at the end of the contract?
You receive a full export in open formats, then we delete the data within the period set in the contract.
How long does it take to get started?
For a pilot, allow a few weeks between the decision and the public launch, to configure the categories, train the team and prepare local communication.
Can our municipality influence the citizen observatory?
No. The observatory applies the same moderation rules everywhere, whether or not the municipality is a client. This is the condition of its independence.
